I think the best people to contact are ITS Kentucky(who used to be GTE
Testmark). These guys know what the RBOCs want and can absoulutely get
you an aswer to your question. They are at (606)  226-1000.

Hello, all -
Some time ago, there was a thread relating to NEBS testing, and
to acceptance of test data by the RBOCS.  There was discussion
about their requirement for NRTL certification for NEBS testing, and
for other testing also.  It strikes me that this is very strange, since
NRTL certification is for safety only.
Unfortunately, I cannot find the emails on this; however, I would like
to know a little more about the positions of the carriers on this
NRTL issue (especially GTE, Ameritech, and SWB).
What insight do you all have about product integrity standardization
test data acceptability from ISO Guide 25 accredited independents?
