Dear Jerry, The basic building requirements for these testers are in the Bellcore standards, UL 1950/CSA 950 and FCC Part 68/TIA TSB 31B standards. To do a ground up build is a tedious task. Homemade Lightning and Power Cross Testers are quite costly to build. A few are also commercially made and they can run to quite high prices as a result of the demand-supply curve. Some parts to make them are difficult to locate. When I was involved in building and adapting our own equipment at Certelecom(now KTL Canada) I think the overall costs ran into $60,000.00US beginning in 1982 through to 1998. Today it would be more. My older brother David did all of the design and construction work. If your quotes are in the range of $ 5000.00-$10,000.00US you may be just as well as to accept them. Otherwise look for alternative quotes.
