PLEASE be careful about this news on changes in Signal Power of Part 68. CC Docket 98-163 is a Notice of Proposed Rulemaking (NPRM), the comment period just ended on October 29. Reply Comments are due on November 13, 1998. After the FCC receives all inputs, the Commission will then decide on the Report and Order. This may take considerable time before the changes (if any) are implemented in Part 68. To date, the subject of PCM modem signal power level has been very controversial, and the Commission will most likely receive both support and opposition to its proposal. It is not clear which direction or even what the exact number of the final changes will be. Do not change your firmware just because there is an NPRM. We have seen NPRMs languishing for some time at the Commission. This one may be actioned on faster due to the Biennial Review process pressure, but I would wait for the Final Ruling before I change my software.
