Correct me if I am wrong but I was left with the impression that whether or not a member state transposes a Directive, under the Treaty of Maastricht provisions, the requirements of the Directive take over on the effective date of the Directive. That is, a Member State cannot prohibit access to its market for products that meet the requirements of the Directive, whether or not that state transposed the Directive. Ciao, Vic
