In Europe, NT, TA and NTU type apparatus that is provided by the PTT / PTO is 
normally deemed part of the network.

In some cases, provision of an NT or a Terminal Adapter may alter the safety 
status of the host network.  An analoge network may be TNV3 status (IEC60950) 
but when a TA is fitted (to provide say, a digital leased line), the digital 
port (i.e. V.24) may be declared at a lower level such as TNV1 or 2.  This is 
an important consideration that requires checking with the PTT or approval body.

Maybe my question if nonsense but I need to discuss this point with you
all.
In my understanding a network termination unit, which is installed by
the operator and remains property of the operator is NOT considered as
being terminal equipment (as in the TTE and future R&TTE directives).
For example an ISDN NTU which provides to the customer the plug and the
functions to connect phones, PC... is part of the network offer and not
of the terminal installation.

Right or wrong ?
