Per usual, the directive leaves more questions unanswered
than answered (must be written by consultants - that's 
attempt at humor not in insult). My advice is going to
be to stay the course.  I'll keep my annex IV approval
and used approved labs testing to known standards and
only stray when no standard exists.

In the article 24  it specifies that operators of telecom networks should
be able to define 
technical characteristics..
The article 26  specifies that ETSI has a role to produce harmonized
standards etc..

Than article 5 talks about harmonized standards.

So how can you say CTR,s are gone..

I do not read that way, What I see that it will be big mess with
a manufacturer applying partial requirements as he feels it suits him.
