You are right about  the T1 Telmex issue. About 4 years ago I saw the complete

document and it was a Telmex requirement. At the moment I'm not sure where
that document is. As far as I know the use of T1 overlay
is a private issue and is not covered by any norms. Current installations are
limited
and are not being encouraged.
