I don't trust  my typing.  I'm also going blind, besides being dyslexic.

I copied
"http://europa.eu.int/eur-lex/en/dat/1999/l_091/l_09119990407en00100028.pdf
" straight out of Ben's email and pasted it into Netscape's location
window.  The response was "The server could not be found".

I then deleted all of the address, but: http://europa.eu.int  and tried
again.  This time the website was accessed.  I then selected english (en)
and registered.  Then went back to Netscape home page and re-entered:

"http://europa.eu.int/eur-lex/en/dat/1999/l_091/l_09119990407en00100028.pdf";.

The pdf file was then automatically downloaded and was read by Acrobat
without a problem.
