Thank you for your suggestions. I have tried Alli's offline suggestion
of setting the flush to 4, and so far so good. The test will come during
the week when I am using the 700p in work and syncing a lot. The final
test will be running TomTom, which is very cache intensive.
And I have been avoiding the rebuild process. I know that putting things
together in the right order will help, that Datebk6 works better when
loaded first and so on. I just don't want to have to rebuild all those
preferences!
So, any more ideas are very welcome and I will report back after some
more testing!

If you can't isolate the problem using standard trouble-shooting and
cache management, and a program like Resco Lock doesn't seem to help
(locking VolumeCare helped me for a while), it may be time for a
complete purge. My 2.5-year-old Treo 650 was getting flakier and
flakier, despite all of the above, and finally went into a reset loop
that could not be cured even by a warm reset.
I did the hard reset, rebuilt from scratch, and the Treo has been
pretty happy ever since. I never did find the problem, but I think
that the installation and de-installation of apps, moving things
around, etc. was leaving stubs of stuff that eventually gunked up the
Palm's OS. (How's that for a technical explanation?) I use PowerRun,
which does a lot of loading and unloading, so I am particularly
suspicious of that.
Before you resync your Palm after a hard reset, remember to move the
contents of your Backup folder someplace else, or you risk simply
recreating the problematic conditions. You don't want a "recovery
sync" in this case, as attractive as it may sound.
