Can government action help improve it? It's certainly possible. After all, we don't insist private industry be left completely on its own for most other "critical infrastructure" (roads, air travel, military, police, fire, telecoms, etc.), so why healthcare? That's a rhetorical question, by the way...no response is necessary.
