Yeah, they started disabling that in a lot of Treos. Thanks goodness. That flashing light is just annoying.
LEDs should alert you when they need your attention. IE, there is a message or missed call. Not when it is 'on and working'. (FYI - it will flash orange if it is NOT in coverage) I challenge you to try and get used to it, otherwise, I bet you can find some free apps out there that can override the setting.
