In the Phone App/ Preferences / Network
There is a Data Usage switch. I think turning that off will stop
the phone from doing data while allowing voice calls. At least, it
seemed to work for me, as in:
I was on a vacation trip and wifi was spotty at heck at the lake
"resort" -- had cell service, though not normal Ev - and I turned that
switch on enabled Data Roaming and got my email.
