Sorry, am coming to this discussion very late as I've been traveling most of the day.
I thought I'd heard that Evernote was planning to add offline note access, but hadn't gotten to it yet. To be honest, there seems to have been almost no development of the Evernote app for WebOS in the past 6 months! There is another app out there for Notes called I think just "Notes" or "Notes Plus" that I've heard good things about but have never tried. As far as The Cloud, the Pre was really built with that in mind. The Palm PDA's, of course, weren't since that didn't really exist back then per se. Even the Treos were basically PalmOS PDA's with networking added. WebOS completely rejiggered things and made things mostly dependent on a network connection of some kind - either Wifi or 3G (or I suppose 2/2.5G). I think lots of folks assumed that because it said Palm on it, the Pre/Pixi/Pre Plus/Pixi Plus were just more advanced versions of Treos/Pilots/etc., but they are really a different animal. That's not to say that such functionality can't be added, but it's not set up that way out of the box and you really need some third party like Chapura to come fill such a niche. Even Evernote was really designed with the cloud in mind and their initial iPhone app also didn't have the ability to store stuff locally, but eventually got it. Evernote is constantly adding functionality to its various clients and core feature sets, partners, etc. However, I think WebOS, unfortunately, is towards the bottom of their priority list simply due to it's small audience compared to all its other clients...
