The word "permissive" definitely has positive connotations, though.  If  
something is described as permissive, it's usually taken to be a good thing.   
If someone didn't know much about licensing, and they heard that the BSD  
license is "permissive," and the GPL is not, they might conclude  
(erroneously) that the BSD license is superior.  That's something that we  
don't want to have happen.
