Claiming that the GNU GPL forces any modification to be published is plain  
wrong. If it was so, the GPL would not even be a free software license. Given  
that you write that to promote alternate licenses, this is exactly what is  
called FUD:
FUD is generally a strategic attempt to influence perception by disseminating  
negative and dubious or false information.

Permissive licenses are great when free standards are to be pushed... but  
that is not at all what you were talking about. Quite the opposite in fact.  
You were talking about "clients [who] want something heavily tailored to them  
with custom plugins or code that are not free software".
