The concern is that software is always distributed in a form that makes
adding a license file easy. This isn't always the case for things that the
GFDL would be used for, though since its purpose is manuals, I don't really
see the problem (it's not really a good thing to use on images, for example,
because then you have to do something silly like give an extra piece of paper
with the entire license on it when you give it to someone in physical form,
and other distribution methods can be similarly inconvenienced).
