I don't think it's wise to speak for an entire distribution. Debian as a whole focuses on freedom, but not enough, and some policies are lacking. Individual Debian Developers might care about freedom. For example, former Debian Project Leader Stefano Z. worked on collaborating with the FSF during his term. Debian was created before "open source" existed. Interestingly, the former DPL who helped write the Debian Free Software Guidelines (DFSG) then used that to form the Open Source definition.
