As gnu.org mentions this opens the possibility that someone might charge one billion dollars for their source code, calling that "reasonable and affordable" (to use your words) because of all of the blood, sweat and tears that went into it. They theyn get to pretend that their program is free while it really isn't. So, really it's not a good model because of the potential for abuse - Don't get me wrong: Feel free to charge people money but that should really give them access to both the program and source code both.
