I do not think they are the called actually are the same. They are not on my  
system. For instance, "Onboard" launches the virtual keyboard, whereas  
"Onboard Settings" launches its setting window.

Anyway, you can edit the menu using the "Main menu" utility (available from  
the "Activities" or from the "System Parameters"). Just remove the duplicate  
launchers (as far as I can see, one of them always is the "Other" category).  
You can remove some entries or just hide them.
