I can get by in the Tor browser in Ubuntu 16.04 (which doesn't use the Cisco  
OpenH264) by installing the ffmpeg or libav package. I think it was the same  
on that Totem had me install when playing an .mp4 file for the first time  
that used the H.264 video codec.
