It should be a coordinated effort. Fsf, efsf and eff. Ubuntu, debian and linux forums. People on social medias. All of these should coordinated ask people to write amd an email. If amd would get several 100 thousands of emails, you cannot rule out they would react on the matter.
But there is no such frame about libre software.

About libre software compatible hardware you are advised against amd. Should amd provide a low priced fsf approved x86 notebook, then amd would be the only recommended hardware.

I am skeptical too if many emails send to amd can get us a fsf approved amd computer. Once I wrote via technologies asking why they do not sell x86 libre software computers. I choose them, because they put emphasis on providing linux drivers and because they likely are a smaller company and thereby maybe more flexible about what products they will sell. My email got answered by a sales person, I think he was located in Germany. First he did not understand my question. In my next email, I very clearly explained him, what I was asking about. He then answered me, that he understood my inquiry. He wrote me, I would have to accept, he could not say further about the matter. Why I got that answer, I do not know. Maybe non free software is a matter of internal business secrets in via technologies. Maybe it is the microsoft scenario. Microsoft forced computer manufacturers which wanted to sell linux installed computers, to refrain from that. Else microsoft would not sell the manufacturers windows licenses. I cannot say if via technologies can manufacturer a libre software computer if they wanted to. Or if they rely on intel licenses or if via technologies could, they will not, because intel would stop selling all licenses to them and via technologies cannot do without them on most of their computers.
