Sorry if that was not clear Net neutrality does not aim to be an antitrust  
act.  Those are two separate topics.  But I deem essential to have laws  
against against both problems.

The investment for a third company to come in and compete is huge.   
Especially is the existing ISP refuses to rent its cables.
