Thankfully, non-functional data ("artworks", although some can be
functional) is required to allow at least freedoms 0 (to use) and 2 (to
share and *sell* exact copies of the original work) entirely in order
for these to be included in free/libre system distributions, for more

[[http://www.gnu.org/distros/free-system-distribution-guidelines.html#non-functional-data]].So, most of these games would have "artwork" under NC variants of Creative Commons licenses removed in order to be packaged to the free/libre system distributions, or the entire games would be left out entirely.
