The government program is called the Lifeline program.  It's from 1984 and  
was recently extended to include mobile phones.

I'm not a minor, but I'm not earning enough income to support myself.
"Where's your phone?" [eyes] (Or "I know you're trying to ditch your phone!")
"Don't forget your phone!"
"Why don't you have your phone?"
"This wouldn't have happened if you had your phone!"
"Could you please just use your phone?  This is taking way longer without  
it."
