Reading what you just said makes me believe that your situation is indeed similar to mine:
I sometimes get the PDF from someone else (which has annotations made by them). The annotations have, of course, some suggestions that you can read. However, in the first look, we might be asking how to "approve"/"apply" them now? To answer the previous paragraph one must be reminded "who" has the source files? And "who" knows how to edit them? PDF files *cannot* be easily edited as LaTeX files are. If an improvement must be made, make it so in the source files, not in the PDF. ;) PDF files *cannot* be easily edited because there's no builtin notion of how the text flows, among other missing things. The "text flow" is how the text should be read by the *reader software*. There are ways to edit PDFs, like using PDFedit, but I personally don't recommend you to do so. If you do have a question of how to actually do something in Emacs Org mode documents or in LaTeX documents, then asking here will either lead you to an useful answer, to a "it's off-topic, talk to LaTeX support channel" answer, or to a "we don't know" answer.
