Trisquel being a general-purpose distribution, the question should be rather:  
"why, before Trisquel 8, wasn't Trisquel shipping a generic kernel by  
default?".

If you want a low-latency 4.4 kernel (for example because you do computer  
music), it is in Trisquel's repository: install the "linux-image-lowlatency"  
package.  You can, for example, execute 'sudo apt install  
linux-image-lowlatency' in a terminal or use the "Synaptic Package Manager".   
You can then reboot on that kernel (to select in GRUB's menu) and remove all  
the "linux-image*-generic" packages with 'sudo apt purge  
linux-image*-generic" or using the "Synaptic Package Manager".
