libdvd-pkg is non-free (which presents in Debian's contrib and Ubuntu's  
multiverse repositories respectively). Try libdvdread4 or libdvdread-dev  
instead. They are in Debian's main and Ubuntu's universe repositories and  
therefore can be considered free as in freedom. They are available in xenial  
(16.04 LTS) repostiroy, too.
