Dennis likely wrote this as the result of his observation of these factors that
when violated, are the key to a beings downfall. Note they are
Anti-complimentary to the 2 positive legs of The To Know Package. They equate
when violated, to the Negative legs which put a being into a games condition.
The correct complimentary solution will become second nature, or native to a
being as he moves through TROM toward Nirvana. In the interim, one does the
best he can with his current mind and limiting postulates. Scientology Ethics
might fit in here as Paul stated.
However, If everyone followed this code, ( every one ) the Universe would start
to Unravel, No more games or play in the Ultimate. If you choose this option,
you could go back to your original home universe-type dream ilusion, where
everything is ephemeral. It really is just a harmonic though of this current
apparentcy Universe.
Or just BE.
On your way out, or once out, you could choose to voluntarily cause TROM to be
incorporated into basic education on this planet and others etc. A good game.
It could be played for many Trillions of years or longer.
Otherwise you could let the children play.

There may be a relief for some by adopting the philosophy of the world’s great
spiritual leaders. E.g. Christ’s message: ‘Love thy neighbor as thyself’. But
for the many they are simply unable to use these routes to get out of the trap
that life for them has become. They are far too enmeshed in the trap to be able
to get out of the trap by changing their mode of life and thought. Their
compulsive thoughts governs their behavior; their compulsive behavior governs
their thoughts. They are trapped forever in the universe. This is literally
true, for when the basic law governing the game of this universe was dreamed up
no arrangements were made to ever bring the universe to an end. Why should they
be made? Do children, left to themselves, ever put a time limit to their own
playtime?
The basic law of this universe states that its only possible to know those
things which have been brought into existence to be known. From this law it
follows that those things which have been brought into existence to be known
are ipso facts considered knowable. This means that the universe imposes upon
us a willingness to know those things we bring into existence to be known.
While we function inside this law we can play games in this universe with
impunity. However, once we try and function outside of this law the universe
becomes a trap. The trap is, of course, our ignorance of the basic law of the
universe, not something intrinsic in the nature of the universe itself.

I understand what you are saying. What is missing with Dennis'
statement is that he is talking about the spiritual/Theta universe
and not the MEST. There are several instances where he is solely
talking about the spiritual to the exclusion of the physical.
When talking about the physical, LRH's Ethics is what comes into
play. "The greatest good for the greatest number of Dynamics." For
the most part, Dennis solely discusses the non-physical, spiritual,
Theta universe where TROM is concerned.
