I see the Spirit as being behind our will.  In other words, what makes us
able to choose to do right, what makes us want to choose to do what is
right, this is all the work of the Spirit in our lives.  The law has no
power to do this.  The law ministers condemnation and death because while we
might find ourselves agreeing with the law with our mind, we sometimes
choose to act contrary to what our minds tell us to do.  So as Romans 7
teaches, because of the power of the flesh, the law fails to produce
righteousness in our lives."David Miller"

There is a lot of similarity of the Holy Spirit to the Law from what you
just said.  To paraphrase:

I see the  Law as being behind our will.  In other words, what makes us able
to choose to do right, what makes us want to choose to do what is right,
this is all the work of the Law in our lives.  The law has the power to do
this by setting the definition of right from wrong.  The law ministers
condemnation and death because while we might find ourselves agreeing with
the law with our mind, we sometimes choose to act contrary to what our minds
tell us to do.  So as Romans 7 teaches, because of the power of the flesh,
the law fails to produce righteousness in our lives.
