So... 1 Peter 3:21 must be understood in the light
of the following:

Colossians 2:11-12: "In whom also ye are circumcised with
the circumcision made without hands, in putting off the body
of the sins of the flesh by the circumcision of Christ; buried
with him in baptism wherein also ye are risen with him through
the faith of the operation of God who hath raised him from the
dead...

Romans 6:3-4: Know ye not that so many of us as were baptized
into Jesus Christ were baptized into his death? Therefore we are
buried with him by baptism into death that like as Christ was
raised up from the dead by the glory of the Father, even so we
also should walk in newness of life.....

dm: I agree completely.  Some of these passages are the very
ones that I had shared with you previously.

jt: I don't recall you sharing these...

dm: None of these passages teach that baptism is only an
outward symbol of an inward experience that had already taken
place sometime before.

jt: The implication is there - It symbolizes the death, burial, and
resurrection of Christ. We certainly don't die physically down there
as he did on the cross and we don't go from the water to a tomb
physically do we?  So it is a symbolic representation of this reality.
I have to wonder if how many who go under the water these days
realize what it is all about.
