The High Priest should be in charge, followed by the Priests and then the Levites. The judges appointed by the people are to make sure these leaders are doing their jobs correctly. During the Second Temple Period, the Sadducees seemed to have a bought-and-paid-for monopoly on the goings on in the Temple. Who is in charge?  God rules those who choose to take His yoke. Who sits in the seat of Moses? The Pharisaic leaders like Hillel, for instance. Was/is it just the moneychangers?
