Of course he would have to
fill out the marriage license of the couple, but just because he is a pastor
from another state would not disqualify him from doing so. Maybe
the problem is that he was not an ordained minister? In that case,
California does allow him to apply for a permit for a specific day on which to
marry someone, even if he is only a friend.
