Because "be official package" requires more time and effort and, as a
people with limited resources, we have to choose in what we allocate these
resources.

Some examples of software served from personal package repositories:
- PostgreSQL: http://www.ubuntuupdates.org/ppa/postgresql
- Google products: http://www.google.com/linuxrepositories/
- XBMC:
http://wiki.xbmc.org/index.php?title=Installing_XBMC_for_Linux#Official_Team_XBMC_repositories
- Tilemill:
http://www.mapbox.com/tilemill/docs/linux-install/#terminal_installation
- PlayOnLinux: http://www.ubuntuupdates.org/ppa/playonlinux
- Dropbox: http://www.ubuntuupdates.org/ppa/dropbox

And others:

Any answer to this question will be my concern about promoting the
