Some of these personal packages eventually will be the next "official"
packages. But as some distributions have quite long development-cycles
(debian, ubuntu, redhat/centos), and have a policy of no feature-updates
in one release, one might want to stay more current with _some_ software
packages while relying on a very stable base.

Thus on e.g. ubuntu LTS it is quite common to include PPAs for more
current LibreOffice, KDE, PostgreSQL, thunderbird, google chrome and
other stuff that progresses much more rapidly than the underlying OS.
