According to [1], dunning may be used for other purposes apart from
demanding the payment of a dept and I think it could make sense for other
purposes. In fact, we currently have a use case for another purpose.
May proposal would be to create a generic module "dunning "
where "account.dunning.procedure" became "dunning.procedure"
and "account.dunning.level" became "dunning.procedure.level". Most of the
logic could be made account independent if necessary a specific
account_dunning module.
