Besides the comment from Cédric:

There was a discussion [1] and I must say I am quite satisfied so far, that
Tryton stays under GPLv3, because there are a lot of (even unclear)
implications imposed by AGPL. Those implications (like the interface, that has
to be provided for the download of the source code) could be a serious
restriction in the usage of an AGPL-licensed program.

With my hat as Debian maintainer on, the current state seems to be, that
AGPL-licensed sources are permitted to enter main, but there are voices to
qualify AGPL as DFSG-incompatible[2].
