I don't know if it relates to this case. It is not the reason in OpenERP
Saas.
This Saas is aimed at small customers who depend on a contract to
upgrade to next version. Saas code is under a specific version and you
can download it to respect AGPL. You can get also your data (if you pay
iiuc). The problem is that this version of the software is not supported
by any upgrade contract. So the customer who leaves this official saas
must freeze on this specific version forever which is not good.

Many people think there cannot be a problem with AGPL, but there is one
because you cannot ask to run your Saas subcription on a supported
version. For example, on SISalp's Saas, you can, because of the contract.
