AFAIK Horde 2.x and IMP 3.x, the stable versions, are too. They break with PHP 5 and I think that the official stance of their developers is "stick to PHP 4 or use the unstable version".
I run a HORDE suite on a TSL2.2 box. It runs without any trouble. Using Horde 3.1 plus IMP 4.1 (and a few other HORDE apps). This is a rock solid combination for me.
