No, evms can not do it. I've long ago stopped using TSL (blame comode)
but there is resize2fs that should be albe to shrink your ext2/3
partition and there are tools to repartition like partd.

Oh, and EVMS and LVM will not help you. Both allow you to further slice
up a partition. At last LVM (and I'm sure EVMS too) are incompatible to
windows. But LVM is very neet and I use it all the time.
