It only works on |an "EVMS Container" what looks to me like an LVM "Volume Group". EVMS resizing will work on "EVMS Volumes". EVMS Volumes means it can be a partition, RAID or Logical Volume. In the above mentitioned site they gave example for EVMS Container which is a Volume Group. I think EVMS will surely work for resizing a partition and I think freespace should present before or after the partition for resizing.
