Ignoring your list of requirements completely, I'll simply answer the 
main question, 2.2 versus 3.0:

3.0 is not stable at this moment. By this I don't mean that it will 
crash, but the package selection and the versions of most of the 
packages will change much more frequently in 3.0 than in 2.2.

3.0 will in time morph into 3.1, which will in time morph into 3.2. The 
3.2 version will have package changes in the same frequency as 2.2 has 
today.

So the real question is:

"How important is this server? Will someone monitor the upgrades, and 
make sure everything is fine all the time?"

If the answer is "It's important and/or nobody will monitor the 
updates." you should stick with 2.2. If the answer is "It's not that 
important and/or I will always monitor the updates." then do whatever 
seems easiest.
