Yes, I'm sure this document could be reformatted into a draft without
excessive work and it must be if the work is to take place in an IETF WG,
but do you really want to deny the presentation on this (I guess formal?)
requirement?
I am not in any way affiliated with QUIC development, I have just read the
document and find it interesting.
