I know this has come up a couple times before, but sometimes you need a
script to build in a tup-less environment, or with restrictions that
break tup from operating in any capacity (I think Arch Linux makepkg
does that... or I just didn't press the right buttons).
I whipped this up. It requires python3 but probably 2 would work fine.
It has some limitations, stated in the readme.

The missing features may be easy to implement, but I didn't have any
projects to test with. Patches welcome!
As a note: I think this would be nice functionality for the tup core,
because I think there could be a lot of shared functionality.
