Choose the package you like and put it there :) and ignore the rest.

It was historical - the idea is that the components will be
well-packaged and released for use, so no one will often take the whole
CVS.  Another motivating notion was as a community experiment, to keep
one big CVS that all committers are a part of...

You can just checkout parts that you are interested in - you don't need
to get all :

cvs checkout jakarta-commons-sandbox/rupert

for example...
