If syntax highlighting is what you're looking for, TextPad is a great choice (windows only though). It allows you to create and customize syntaxes as much as you like, and it's incredibly feature rich. I threw together a hasty syntax definition for mixed velocity/html files some time ago that'd i'd be willing to share. It's not perfect, but I haven't been motivated to fix it as yet.
