Right now, Fulcrum is not for use with Turbine 2.3 at all.  All of the
enhancements and bug fixes made to Fulcrum have been backported into the
coupled services.  Additional bug fixes and enhancements have been made
to the coupled services which have not been implemented in Fulcrum.

There was some work going on with making the Fulcrum services into
Avalon components but I have no idea what happened to it.  There have
been no commits to the Fulcrum repository since it was talked about.
