The turbine 2.3-dev build relies on the torque plugin to generate the OM for the TorqueSecurityService. that plugin doesn't come standard with Maven b8 (and neither with b7) so you either have to build your own torque plugin from the Maven repo or build a complete b9-SNAPSHOT copy of Maven.
