That is one of the unstable things about b9. Don't know what will happen
with the xslib dependency (which has the wrong license to be on
ibiblio).

IMHO you best bet is still to use the released b8 version of Maven and
just build and install the torque plugin from its source.

- install Maven b8
- checkout the maven source code
- go to maven/src/plugins-build/torque
- do "maven plugin:install"

And there you go !
