This is going to sound twisted, but until Scarab is done, we need to use
Bugzilla (and other products) for our stuff and we need a way to be able to
wrap it with our own look and feel as well as be able to add a page level of
security to the system. Yes, this is a major hack. Yes, it sucks. But, it is
something that we need asap because of client deadlines. This is the
solution we came up with for now because it is pretty simple to implement
and can be done quickly.
