i originally tried using Jikes and got the behavior that i mentioned, then i
switched to sun's compiler and didn't have any luck.
in a last ditch effort, after i sent the email, i blew away the turbine
directory except for the build-turbine.bat that i had modified, re-extracted
the original install and tried again. it worked. go figure.
